Ministry of Research, Science and Technology (MoRST)
MoRST’s role is to:- Oversee the Government's investment in RS&T
- Shape the overall direction of the sector through the development of RS&T policy.
MoRST does not directly fund research and innovation projects:
- It influences investment through policy advice on the Government's RS&T portfolio.
- It works with other innovation/research-focused Ministries, CRIs (Crown Research Institutes), universities and the private sector to ensure alignment across the system.
- It administers the CRI Capability Fund, which supports CRIs to retain and develop RS&T capability for the benefit of New Zealand.
Foundation for Research, Science & Technology (FRST)
FRST is the Government's principal purchaser of RS&T and manager of RS&T funds.
FRST invests in a wide range of organisations, individuals and research areas:
FRST investments also include IIOF (the International Investment Opportunities Fund) and funding for students and scholars:
The HRC is a Government agency responsible for purchasing and co-ordinating health research and fostering the health research workforce in New Zealand.
The HRC purchases a range of health research, including:
- Biomedical
- Clinical
- Public health
- Health services
- Maori and Pacific health research.

Royal Society of New Zealand (RSNZ)
RSNZ is a non-governmental association that supports numerous scientific societies, promotes RS&T and international science links.
RSNZ also promotes a wide range of research-related funding opportunities, including scholarships and fellowships; travel grants; and funds targeting specific fields of research.
- RSNZ manages the Marsden Fund for basic research funding.

New Zealand Venture Investment Fund (NZVIF)
NZVIF is a Government-supported, private equity fund of funds investor and a cornerstone investor in New Zealand’s venture capital market:
NZVIF currently has $200 million of funds under management:
- $160 million goes towards a Venture Capital Fund of funds to support New Zealand originated companies with high growth potential
- $40 million goes to a Seed Co-investment Fund to support early stage small to medium businesses.
